Maybe that's what Facestealers do. They steal the, well, face of anyone they like and turn their victims into Facestealer-decoys.
Unless Sev actually *is* a Facestealer, which would be all kinds of interesting.

In the crazy wolf-lady's defense, Severian doesn't just *look* weird. His magical energetical signature-type-thingy's been all discombobulated by that aberrant he fought in that first city.
